Metered billing: its a lack of competition, not congestion
The logs indicate that at least some of the commissioners are not buying the arguments that telephone companies must UBB to "discipline" to consumers so they will not clog networks with excessive downloading.
"Not a single user or customer is the major cause of congestion," the vice president of Bell, Mirko Bibic told the CRTC at the event. "But clearly, users contribute a disproportionately large traffic and total by extension of the congestion. "
This did not impress the CRTC's Vice President Len Katz."When I took a look at your forecast for the next five years (Internet traffic) growth appears to have reduced," he challenged the telco. "Am I missing something?"
CRTC commissioners also asked why Bell and other large ISPs could not simply negotiate with the independent Internet service providers on their own. When they replied that they did, CRTC Chairman Konrad von Finckenstein would cut into the discussion, noting that requests for access to the newest and fastest Bell were denied.
